楼主好样的。不仅单一文件内有矛盾或不清楚的地方,之后的文件也有和这一份不符的地方,包括无人机的分类与运行环境。因为这份是民航系统与无人机相关的最早文件,所以漏洞最多。之后还有三份。共四份文件中有两个AC(advisory circular资讯通告),一个通知,一个MD(management document)。其中,两份AC和通知都是民航局飞标司发布的,AC-61-FS-2013-20 和通知将无人机操作人员资质管理交给了某协会,AC-91-FS-2015-31 规定无人机运行需要连入某云系统。这也是为什么我对这种做法极度反感的原因。MD和大家关系没那么密切,是民航局空管办发布的,是针对空管部门的行业内部管理文件。至于AC的法律效力,大家可以试着理解一下:Advisory circular (AC) refers to a type of publication offered by the Federal Aviation Administration (FAA) to provide guidance for compliance with [Airworthiness, pilot certification, operational standards, training standards, and any other rules within the 14 CFR Aeronautics and Space Title.].
